Default Park Brake Shoe clip

Hi everyone,I need help with an issue about installing emergency Brake shoe clips.
I know there was a TSB for this regarding a newly upgraded clip to keep
the shoe secure and prevent rubbing.
I purchased a
Raybestos kit H7322
H7322 - Drum Hardware Kits
for my 2004 chev tahoe and it came
with the wing style clip & another clip which I can't figure out how to
install.
Here is a picture of the clips,the black colored one has me baffled.

Initially when I phoned GM about the Kit they sent me an Illustration

If you look at No# 10 (Black Clip) it don't point (via line) to a exact
location.This is probably super simple but I can't figure out how this goes
on with the wingstyle.

If anyone can help me out I'd really appreciate it.
I just got through replacing the Backing Plates and due to this clip
Im stuck with out my handbrake.
