Welcome to the forum.

I don't know about 98s, there is a divertor door in the ductwork which is either vacuum ore electrically operated. Sometimes the door sticks or the actuator goes bad. If vacuum operated, it could be a cracked/broken hose.

I know from time to time my 97 would stick and if I gave the vent assembly a little kick it would start working.. I think the blend door would stick some times
