Default random electrical problems, 97 burb

Hey All,

new to the chevy world.. I've been mopar for too long apparently...

I picked up a 97 burb and slowly getting it to functioning form. The guy who owned it before hacked all of the electricals.

Problem one:
The interior lights do not light up when any of the doors open. The **** on the dash will turn on all of the lights, but otherwise nothing turns on.

Problem two:
The rear doors (barn style) and drivers side door do not activate with the power locks. You can lock the doors from the drivers door, but you can not unlock it or lock it from the other side.

Problem three:

No rear brakes. I have been told this is probably a proportioning valve, but have not seen yet. Is there any quick ideas?

Problem four:
No power and crappy gas mileage. I have done a full tune up with the exception of new plug wires. For a 350, I would expect more than 9 mpg.
