I picked up these Z71 wheels for my 03 Tahoe at a salvage yard:

Two are in good condition and two need a little help. Are they easy or expensive to re clear coat? I look forward to any thoughts or suggestions on the effort involved.

You can buy all the stuff that you need to strip the clear coat and polish them. Your self for under a hundred bucks. I know I just bought all the equipment myself the other day.
Rust oleum auto stripper for the clear coat
Wet sand paper for the scratches and corrosion
Then start to buff them you can find tutorials on you tube or google aluminum polishing
Do not reclearcoat just polish with mothers as needed
I can't wait to get going on mine

If you don't clearcoat, then be prepared to polish frequently as uncoated aluminum oxidizes easily. Also waterspot like crazy and winter salt is the death knell for raw aluminum.

The inset part of the wheel is painted so i see no reason why you couldn't paint them and clear coat...the wheels are pretty much treated just like the body when it comes to painting and protecting...
I would do as Dcurtis suggested and clean and prep them yourself then have a body shop clear coat them... you could even do it yourself if so inclined, since you won't be doing a large surface like a hood or door panel any inconsistencies are not likely to be seen...
