Default Toe adjustment

Under the car from the front: Do I turn the adjusting sleeve up toward the engine OR down to the ground bring the toe-in? I m wanna align this thing in the street tomorrow and the left front is so far out and I want to center the steering. I suppose it will be trial and error and from a sky view(the fender looking down at the wheel) the right side looks fine but the left side points outward.

So I ll jack it up and I figure 4 turns on the sleeve should bring the wheel in line.

You will NEVER get a good alignment without taking to a shop with a machine. You maybe able to make it drive OK but how long will the tires really last.

They are used tires, I paid $20 for them. I m not looking for a super fine line. I just want to center the steering wheel so the cancel cam works properly and get as close to a straight line as possible. Toe in my book says 5/64" for 88-94 C10, 20s, and 3/16" for the older ones. So thats roughly 1/4 inch in-step. Nope, I wont be able to measure that on the street. I suspect I should turn the sleeve up toward the engine to pull toe in.
