Default TPMS will not reset

I have a 04 Suburban with the TPMS light on. It is not flashing but is on and I have tried to reset the TPMS but I can't get by the first step. All the tires are at 35lbs. I put the parking brake on, turn the key to acc and turn the light switch on and off in the time frame but the horn does not sound. The hour does work. Is there anything that can be checked or done, without taking it to the shop.

Try turning the switch to RUN (engine off) instead of acc.

Sorry it was on run not acc, I turn it on until all the icons are set and then turn the key to on and turn the light switch on and off, but no horn sound.
