Default Trailer Hitch Cover...How to get it flush with bumper!

2007 Chevy Tahoe

I recently purchased the rear trailer hitch cover and when I was installing this weekend I couldn't get it to sit flush against bumper. I've researched some past posts on here and read that some other people had the same problem but that they were able to tweak it a little to get it to sit flush to the bumper. Does anyone know the exact steps to make that happen?

I was thinking about making a spacer to secure the cover to the hitch, I never tow anything so I don't mind it being attached, so that it would be pulled flush. Any other ideas?

I installed my first one which did not fit too firmly. After my accident, rear ended, the dealer replaced my rear bumper and hitch cover. Now its a tight fit. I know its not much help but the dealer body shop might probably have answers over the phone.
