Default Volt gauge?

I've had some battery drainage problems lately. I think I've fixed the problem.

The volt meter sometimes reads under 14 volts while driving on the highway. Is this normal? should it be constant over 14?

2008 suburban.

Voltage fluctuates on our trucks by design. The alternator charges the battery and shuts itself off for a while to save fuel. You can see voltage drop down to near 12 volts at times and then start to move up. My 2013 does that
