It is located on the engine firewall, driver's side. What is probably bad is the circuit board. If you disconnect the wiring harness, and remove the cover, the circuit board is the first thing you see. You can get one off eBay for less than $30.
It may be a bad connection of the wiring harness that plugs into the motor unit. I have had two suburbans that had wipers that wouldn't work when you need them. Open the hood and wiggle the connector and they turn right on. Annoying. The motor unit is right at the top of the firewall. You can look down into the vent at the base of the windshield and see the shaft that comes out of the motor unit that connects to the wiper arms.
The 4 main soldered connections where the plug/socket mounts to the cct board crack.
You may not be able to see the cracks...but they're enough for the wipers to gain a mind of their own.
There is a recall and a dealer may replace the cct board for free. Otherwise..pull the cct board and re-solder (just re-melt the existing solder connections) the 4 main connections.
Should be good forever then.
Takes about 10mins all up.
Very, very, VERY common issue!
