2 Random Wires - No lights or sensors malfunctioning

The other day I just happened to notice when I was washing my tires a red and black wire hanging inside the driver's side wheel well. I it has a "bolt down" tip to it, so it does not plug into anything. I tracked it back to the conduit below the brake fluid reservoir. As I said in the headline, I do not have any lights on the dash or any sensors going off. What could it be? Pictures attached. Nothing aftermarket on the car accept for slightly oversized tires.

The red wire with black stripe and a terminal log on the end terminates on a big lug stud on the top front of the fuse box on top of the left fender. Since it is picking up 12 volts there, something in your truck is not getting 12 volts anymore.
Thanks I have mounted it back to the fuse box. I have not noticed any differences, but as I said their were no lights on to begin with. Did you notice the other wire not attached in the last photo, the one where you can see the fuse box? It was in the conduit between the fuse box and the outer wall? Also not connected to anything, but no slack to move it anywhere.
