Default 2000 tracker park brake

My park brake lever pulls up and when released there is no resistance to pulling it up again. Brakes drag. It doesn`t get used much in summer. Do the cables usually stick or is it inside the drums where the problem is? It seems to me that the pivots inside the drum may be the culprit. And then how to get the drums off?

Use a 8mm bolt to remove the front rotors and rear drums, you will see
the threaded bolt holes. The 8mm bolt will push off the rotor and drum.
Could be they are rusted up...
