Default 2003 Tracker lights

Most of the time (but not all of the time) all the exterior lights on my 2003 Tracker are on in the daylight with the light switch in the off position. Other times it's only the DRL's. As I drive around I notice other Trackers with all the lights on also. Anyone found what causes this?

I have a 1999 & a 2003 and both do the same. The only time the headlight on/off switch does anything is when the engine isn't running. I'm guessing that's how they're designed.

I cut the red/white wire from the DRL controller, above the gas pedal.
The DRL doesn't activate always now normally, but if it's an overcast day, or during nighttime, the lights still come on automatically.

I'm running switchback LEDs for the turn signals, so when they're not Amber while turning, they act as White running lights already (no need to use the headlights as DRLs).
