2004 Chevy tracker 4wheel drive

I'm having a issue with my tracker rocking from side to side will driving what could cause this I've replaced the whole front suspension

I Replaced the shocks but nothing else in the back also I can grab the lower control arm in the rear with my hand and twist it some is that normal
