Default Awful metal on metal noise

The guy I bought my 2002 trailblazer from said that he disconnected the e brake but didn’t say why. I have. Had a very weird noise almost like a “cans on a string in the woods trap” noise. It goes away after driving like 30 feet and doesn’t do it again until I drive after an hour.

I got under it and the e brake shoes are lose but I don’t know why it would make noise for a minute then go away.

maybe the centripetal force of the wheel spinning make what ever it is banging around stick to the drum instead of flopping around

Default 3rd brake light won’t work no matter what.

I’ve tried many lights even a brand new one. None will work and all fuses are good.
