unknown sound from engine area
Engine does nothing but hear a sound like a spinning sound. Only way to stop sound is by disconnecting battery. Ignition
turns on but only power items radio lights etc. my code reader won't work either. Engine light on at dashboard. Trying to find sound.

STOP disconnecting the battery or else you'll need to replace the HVAC actuators in the dash and that is not a fun job!!!
DO NOT DISCONNECT THE BATTERY - REMOVE THE APPROPRIATE FUSE(S). Why? Because when you reconnect the battery, the HVAC actuators inside of the dash are commanded to run a recalibration procedure which stresses the old brittle plastic gears inside the actuators and the brittle plastic gears break and leaves you unable to control where the air comes out, or control the temperature of the air, etc. Replacing at least one of them literally requires the removal of the entire dash! So, if you ever need to actually disconnect the battery, such as in the case of needing to install a new battery, be sure and use some kind of Keep Memory Alive (KAM) device to avoid the HVAC actuator recalibration routine.
What Year, Make, Model, Sub-Model, Trim Level, Engine? Please answer all of these.
Does the spinning noise happen when the ignition key is not in the ignition keyway?
Does the spinning noise happen when the ignition key is in the ignition keyway, but the ignition switch is in the Off position?
Does the spinning noise happen when the ignition key is in the ignition keyway, and the ignition switch is in the ON/Run position?
Does the spinning noise happen when the ignition key is in the ignition keyway and the ignition switch is in the START position?
Regarding your OBDII Code Reader, check Fuse 13 in the underhood electrical center and make sure it is not blown. As an FYI, the 12 VDC power in the OBDII connector is protected by Fuse 13 in the underhood electrical center.
