Default Front passenger seat belt issue

2003 Uplander, front passenger seat belt will not extend. Have to "play" with the belt manually retracting webbing and extending until it releases. Have been told there is a sensor that requires body weight on the seat in order for belt to extend. Any experience with this problem and a possible solution?

the weight sensor is for the passenger presence system determining passenger airbag deployment; not the seatbelt.

either the d ring loop that bolts to the b pillar is clogged with gunk or the seat belt retractor is no good.
