Default I have 2007 Chevy Uplander.

Is my van supposed to have ground wires attached to the top of transmission housing. I have 2 bolts at top that are going through mount bracket into trans housing that are backed out about half inch, and I'm not sure if there is supposed to be ground straps going there.

You must clarify if you mean wires or straps. I have never seen ground straps connected to the transmission or transfer case. But in modern vehicles it is possible. The motor will often have one or two ground straps, often one to the frame the other to the body, and as long as the contact is all metal on metal, the transmission should not need a ground strap, much less two. I'd slap a bit of Locktight Blue and be done with it myself, after torquing down the bolts to specs.
