1996 K1500 headlights

I have the capsule type lights, my question: When the lights are on bright, should all four lights be working. On mine the low beams go off when I switch to high, only the high (inside) are on?

That would be correct. There is a relay you can buy that would solve that issue but I cannot remember where I saw it.
