Default 2000 Astro-No Headlights!

Hello, newbie here with my Astro Van. It has everything working electrically but the headlamps. I can't get them to even flicker when I operate the high-beam stalk. Using a test light, I have power on each of the terminals which go to each lamp with KOER and headlamps on. I believe one of them should be a ground, which is why I can't figure out this beast. I checked all the fuses shown in the owners manual, both under the dash and underhood. I swapped out the relay and have had no luck. I suspect a defective DRL module or relay, but don't know where they are or how to troubleshoot them. Any help is appreciated.
