What is a good brake controller to use. And would you use proportional or time delayed?

proportional all the way. I have a tekonsha primus iq and its fantastic. I also like the fact that it has a clip mount that doesn't require drilling holes in your dash or knee bolster.

I would go with a Proportional Brake Controller. Proportional based controls begin applying the trailer's brakes electronically as soon as the tow vehicle's brake pedal is engaged for smooth braking in virtually any situation.
