Default AC problem

Troubleshooting the intermittent AC. AC quits cooling when abient temp gets in mid 80's and driving in stop and go traffic. Compressor not turning or engaged when it is not working. Compressor cycles on and off, but mostly off. High side line gets hot when compressor engaged but not enough to make me take my hand off. Cooling fan is good. Jumpered across low pressure plug but compressor still cycles mostly off. Works perfectly when ambient temp is 80 or below even in stop and go traffic. Has anyone run in to this issue or have any recommendations on how to determine if the compressor is going bad or something else is shutting it down.

I think the first step would be to see if the system has a full charge of freon.

Had the system vaccumed and recharged first thing. I should had indicated that in the troubleshooting steps. When it is running, the high side and low side pressure is good.
