Default 1995 C2500 A/C diagnosing

Just bought my C2500. Air conditioning will only come out of the floor, then the defrost on the top of the dash, but not where I want it to at the drivers level. How do I know if it is the actuator, or the switch on the dash that I need to change?

Okay, I made it a step further. I checked the actuator. Everytime I change to a different mode, the actuator moves. So I'm assuming the switch, and the actuator work. What is wrong with it if it isn't those 2 things?

Well, I figured out what it was. The actuator was working, but it wasn't fully spinning. I took the actuator off, and manually moved the vent linkage with my hands, and it turns out the actuator wasn't going all the way. So it was working, just not fully.
