4lo light flashing HELP

4lo light flashing HELP
1997 silverado z71 push button.
The 4lo light flashes constantly, try to push the 2hi and 4hi and the light flashes a few times then the 4lo light flashes constantly again, have tried it in park, neutral, and in gear, with the truck running and off with no difference, ALSO when the key is off I can hear the TCCM click and the motor on the tcase sounds like it is trying to engage and disengage and will only stop when I pull the tcase fuse. I've replaced the switch on the dash, the TCCM, and the motor on the tcase. I'm new to push button and need help. Thanks in advance
