So I recently bought a 1998 1500 for really cheap, 147k miles, 4x4,etc. The only issue it has is this hold in the frame, was wondering if it's possible or If I should fix it, I'm in NYS so any hole in the frame will result in a instant fail to my knowledge
I would not fix it. you are in the rust belt...the rest of the truck is just as bad.
Surprisingly the rest of the truck is mostly good, the body has no rust except on the bed, it was originally from Harrisburg PA until 2016 according to the receipts that were the the glove box. The only hole in the frame was that spot. The rest is just surface rust, atleast that's what my friend said upon looking at it. He told me to get it welded but I like to have unbiased opinions on these types of things. I was planning on using it for a winter truck since it is inspected until this February
Edit: I bought as a winter beater originally but I've been told I should fix it since the body is in good shape and it has somewhat low milage. Unsure of how I should proceed

find a mechanic that will safety it...or at least tell you what then want repaired before they sign off on it. spend all that money and then no one wants to pass it. that part of the frame is critical support to the leaf spring shackle. I would be reluctant to sign off on if its not done perfect.
