That exhaust is shot and if I have to get another one for $300 that’s fine. I don’t really think they can fix the exhaust because the pipe rusted out completely and I feel that it is a major cause in the mpg, but from what you guys say it’s ok, it just doesn’t make sense to me. So so far just a tune up(gonna get new plugs and sensors, fuel filter and what else do you think?), put the stock intake back on and a new exhaust or fix what I have right now. If I get it tuned later on with the rusted exhaust and I swap it out later I’m worried that I will have to pay to get the tune done again right?

If you feel the exhaust is an issue then get it fixed. You are the one driving it. As stated before run it with the stock intake after a full tune up and see how it goes. If mpgs drastically increase then get a tune. Another thing you need to check to see if any of your brake calipers are partially locked up. That will rob all kinds of power.
