AC clutch stuck on

Are you sure this is accurate? If so, then things are working in reverse of what they should be. It should be light ON Clutch ON. Light OFF Clutch OFF.

When ac light is on clutch is on until you put selector in floor mode clutch goes off.when ac button is turned off in all modes clutch continues to run never shuts ac off

It sounds like something is shorted such that the clutch remains engaged at virtually all times. Have you checked the AC relay?
If the AC relay is OK, then perhaps the HVAC controller is bad.
