Default brakes

I have a 2004 Silverado and the brakes seem really soft . had new brake lines in stalled calipers and lines were bled out with the antilock brake system open . I went for a inspection in my state and it passed . asked them about the breaks . this is a different garage . the other place that did the brake lines has passed away and the place closed . so the place that I got the inspection told me that all 4 calipers 4 rotors and 4 set's of pads plus computer bleeding for the antilock brakes . asked as to why all 4 calipers need replacing . they said its because only one side of the rotor was clean other side had rust . this truck is primary my plow truck or if my 2016 Chevy brakes down and needs service. I have a second ride . so are the right or trying to take me to the cleaners . the brakes were good enough to pass inspection. may be new front pads and rotors since they do most of the stopping. 2016 Chevy will through you through the wind shield if I stomp on them any help would be great thank you .

so the inspection place said it passed but you need 4 new calipers? kind of sounds fishy. if it was me i would pull a wheel off and inspect the rotors myself but i would get a second opinion. i know in maryland they pull the wheels off and inspect everything, if something like you said came about they would fail it as the brakes arnt operating properly and i dont see how they would really operate at all if theres now squeezing action
