Cant set the time on the factory radio

Cant set the time on the factory radio
When I try using the hours and minutes buttons to set the time on the radio nothing happens. Do I have to do something before I press the time setting buttons? Does the radio have to be off or on? Looks like the same radio I had in my C5 Corvette which worked just fine setting the time.
