03 1500 Z71 5.3, under the hood fuse panel only showing about 1/4 of the fuses have current? Truck runs and drives, most of the time like crap but I was trying to install an aftermarket radio and was having trouble locating power Wich led me here. Thanks in advance

 

Not all electrical items are used. You may have a fuse in place, but the vehicle doesn't have that option. Example, you may have a spot with fuse for electric seats, but your vehicle doesn't have that option.

 

Does the pigtail for the old radio have power ? The yellow wire should have power all the time and the red wire should have power with the key on. If not check for a blown fuse or broken wire.

There may or may not be a radio port, on the ignition switch, for an 03. (sorry)
I ran into the same issue with my 04; what you need is to research the dataport adapter, (it also works the seat-belt chime)
This is where you will need to make your radio hookup.

A new dataport adapter for your new radio, may be in order.
