Default Heater blowing ice cold air, and a.c. lines condensating on full heat?

I'm having an issue with my 2002 silverado RCSB with the 4.3 v6. My a.c. works great it will freeze me out. But the heater is only blowing ice cold air. I thought maybe the heater core was plugged up, but watching it run today the a.c. lines were condensating a lot and whatever part they run into that drips condensate was dripping a lot. This is with the heat all the way on and the a.c. button off. Both heater core hoses were only as warm as the engine bay much much cooler than the other coolant hoses like nothing was going through either one. Does it sound like an electrical issue or could it really just be plugged up that bad.

I had a 99 with the 4.3 and it was doing something very similar and it was a clogged heater core.
