Default Passenger side HVAC blowing air from outside

My AC is dual-zone climate control. My drivers' side works fine but, the passenger side doesn't blow the correct temperature. It blows whatever is outside. cold outside = cold passenger side, hot outside = hot passenger side.

It is blowing air but, just not the right temp for that side. I've not removed my battery at all so I'm thinking it might be the blend door motor

the blend door actuator is what controls the temperature of the air so replaced the passenger side blend door actuator
