idle high then low

any idea why 96 astro idles high then lo then bk 2 high so on have already clnd egr once u give it gas runs like a top.things already done
cleaned egr,new plugs wires cap,valve cover gasket,pcv,air filter,gm injector clnr

Check the Idle Air Control sensor, I've been told the sensor which is in the intake can become dirty.
