Default Radiator Fan Issue

I am the proud owner of a 1992 Lumina V6 3.1. But it is having a small issue at the moment, can anyone help?
My Radiator fans stopped working.
I have:

1: Replaced the relay's
2: Installed new fan motors
3: Replaced the Coolant temperature sensor.

Any other suggestions?

No it is not overheating.
The temperature light does not come on. (the light does work, when the electrical system does it's check it does come on, so at least the bulb is not burnt out)
But you can smell the coolant burning

Check the wiring to the fan motors for breaks or shorts.

Find the fan relay and see if it is worn out.

Check to see if voltage is getting to the fan.

Check to see if the fan is work out and broken.

If all that works, then check to see if the ECM is properly signaling the fan to turn on.

There should be an about ~20 Amp in line fuze for the fan power, test it for an open circuit.

that should take care of the fans not working.
----------------------------
If the fan works and its overheating, try replacing the mechanical thermostat with a fail safe one from advanced.
AND change the coolant and flush out the engine & radiator...

hope this helps
