Default Turn signals stopped working

Hi, I have a friend who just bought a 1992 Chevy Corsica. His brakes lights started to have intermment problems with not working and now they do. Friend says since the car was sitting for so long, it was probably the moisture that got inside and now since he's been driving it, it's all dried and now they work.

But has stumped him is that his turn signals no longer work. They worked sometimes and now not at all. He checked the fuses in the interior driver's side and the fuse is good. Where are the relays located? Or what else could it be? He has an owner's manual, but it was not much help. I'm wondering if a Haynes Manual will tell us more? His head lights do work.
