Blinker Trouble

Blinker Trouble
I have a 1989 Chevy Caprice Classic.
It was in a wreck last July, we just got a new header panel put on.
The only problem is the blinkers come on, but don't flash.
The hazard lights work just fine.
I'm not sure if it's a bulb that could cause this? Maybe off the new panel?
Or the switch? But it was working fine before so I don't see how that could suddenly stop working?
The fuses for the lights have been checked, but not all.
Any ideas on what to do?

Used to , on the older cars , bad lamp could cause this . Does it do this on both left and right turn signals ?
Also , look for messed up wiring and sockets . Check the emergency flashers , too . I do not know if they use the same flasher ?
