Default HVAC Temperature and mode controls NOT working

My Dad bought a used base model 2013 Captiva and from day one his temperature and HVAC mode controls never worked, it's been stuck on floor vents and thankfully the "cold" setting (manual unit). I checked all the fuses I know of,
I replaced ALL the actuators and the dash panel HVAC controller, followed the recalibration guidelines online (the only ones available seem to be for early 2000s Chevy trucks), and STILL NO HVAC mode or temperature controls are working,

It's like 130°F inside the cabin, if this keeps up he's won't be able to drive as Ihe'll probably die of heatstroke. Is there something I'm missing, a super secret fuse or relay, or computer that controls the HVAC system? What the hell is going on here? The only thing that works is fan speed and thankfully the AC, though it's basically worthless coming through the floor vents only.

Default Same issue

I have the same exact issue on my 2014 Chevy Captiva. A couple of times it has just snapped out of it, but at the change of the seasons it seems to get stuck again. Did you ever find a solution?
