Default whistling sound Captiva 2.0 2007

Im a "lucky" owner of a 2007 2.0 Captiva

can anyone give me some advice on why my car sounds like this ?
It have some whistling noise what comes at 1800-2100 rpm
and it only occurs when the car is moving , and always at the same rpm...
have had the car for 8 months, and it didn't sound like this from the beginning

I have changed the turbo since that didn't work , steeringservo was bad so that is new also, transmission oil, and all the other oils are new to...

I uploaded 2 movies to YouTube so you can hear the sound;

Thankful for any advice i can get!

Are you sure it isn´t the turbo?

Try to get under the hood and "rev the engine" while listening.
