Default 1994 Cavalier-Radiator Fan Won't Work

Please help. I have tried everything and cannot think of anything left to do. I have a 1994 chevrolet cavalier VL 4 cylinder 2.2 L and the radiator cooling fan will not turn on when it overheats. By over heat i mean it is at 260*. The fan works because i shorted the relay out and the fan came on, the relay works because i applied twelve volts to it and the relay opened and closed. The coolant temperature sensor is brand new. The relay works, the fan motor works and the fan, the coolant sensor is brand new. What else could be causing the radiator fan to not come on when the car is overheating?

The only thing left is a fuse or an issue with the wiring between the sensor and the the relay.

Where is the fuse for that circuit. Is it in the fuse box under the driver side fuse box and if so, which one is the fuse for the fan?
