Default 1999 Cavalier OBD2 test port not working

I have a 99 cavalier I build for car shows. Every so often my check engine light comes on. I have tried both my scanners and neither one of mine come on. I've took the car to several different part stores as well as a couple shops that friends of mine run. They can't get their scanners to work either. I have took a test light to every fuse under the hood and inside the car. Every one is good. I've researched some on the net and I've been asked if my lighter works. it does b/c I use it for some of my lights at shows. Anyone have any ideas on what it could be.

The check engine light on my 02 Cav has been on for many years — I could care less. The car runs fine, I keep the oil clean and fluids topped off. It's a 20-year-old car, don't sweat the small stuff.

the scan tool receives its power from pin 16 of the dlc connector. google the dlc connector to id this pin and confirm battery voltage. grd is provided and pin 4 and 5. if the scan tools powers up and has no communication to the modules...you need to check the communication wires...i'm not sure which ones are used for your build.
