Default 2003 cavalier Battery drains over a couple days

Hi, I'm new to the group. Have a 2003 cavalier. the batt will be significantly dischaged if not ran in a couple of days. I changed the bat, verified it's not self discharging & verified the alterator charges. Here's what I've found.

If I measure the battery current, it will settle out at about 400ma and stays there. I'll call this 400ma mode.

If I disconnect the bat then re-connect and measure current, It will settle to about 80ua, which I'd guess is acceptable current. Eventually, it drops close to zero, I'm not sure exacly when, within an hour. I'll call this 80ua mode.

I've pulled lots of fuses and disconnected all kinds of connectors.
Here's what I've found.
When I pull the 10A PCM fuse:
IN 400ma mode:
the current drops significanly (to about 80ua) and does not return to 400ma when I replace it.
In 80ua mode:
Nothing changes, it's 80ua before and after I replace the fuse.
Has anyone seen anything like this?
