Default 95 cavi cooling fan will not come on.. HELP

Ok so heres the problem. Its a 95 cavi coupe 2.2 liter auto trans. The fan just quit working and the car will overheat at a standstill now. I replaced the fan motor.. the fuse.. the temp sensor.. and the relay. The ONLY way i can get the fan to kick on is if i unplug the temp sensor. It goes into some default "safe" mode and the idle kicks up and the fan will then come on. The only thing left on the circuit... according to my Hanes manual... is the PCM. Im hoping its not that.. and im tryin to eliminate all other possibilities. Please help!

easy way to tell if its the pcm. Turn on your a/c then see if the fan comes on. It will come on if the pcm is working. If the pcm is done for....nothing will happen.
