I finally got a multimeter there is no power going to the blower. Power line reads zero and the ground jumps all over the place

 

Also I got fuse checker the HVAC one the light isn't coming on replaced it still not coming on

 

was the blower motor relay clicking when the mode switch was turned from off to any other position? the mode switch is the one that direct air to defrost, floor, dash.

remove the blower motor relay
there should be four pins
-one should have battery voltage at all times
-one should have battery voltage key in run and mode switch any position but off
-one should be direct to grd...after confirming no power with your meter...it should should continuity to grd with your meter.
-the remaining one goes to the blower motor
