99 Cavalier e-test fail (NO PPM)

Took my 99 Cav in for an e-test yesterday car faild because the NO PPM was to high what could be the problem? Had the conveter and O2 sensor changed 2 years ago anythought other then exhaust having a hole or leak.

Did you check the EGR valve? Purpose of EGR valve is to reduce NO.
