Default Brakes don't grab when raining/wet

I have a 2005 cavalier with only 20,000 miles on it. The brakes on my car take a while to actually grab before the car comes to a stop. It's like trying to stop on ice, the only difference is that my tires are gripping but my brakes are not. I have to ride my brakes to evaporate the water off of them before the car will come to a stop. This really wouldn't be a big deal except for the fact that I live near Seattle where it is always raining!!! I almost crashed on the freeway twice yesterday because my car wouldn't stop. Luckily there was no one in the lane that I had to swerve into. It doesn't matter how fast I am going, I have just as hard of a time stopping at 35mph than I do at 70mph when it is raining. I have already had the brakes replaced once and it didn't help. Has anyone had a problem like this or have any suggestions? If this is not a fixable problem than I am going to trade the thing in before I kill myself or someone else.

i dont think it is the water ob ur brakes sounds like a master sylinder problem
have u checked ur fluid level lately
