I have a 2004 Tahoe and the passenger side grab handle (in the instrument panel) pulls out on the right side. How do I access the handle and repair the fasteners?

pull the vents out just below it.(they just pop out). You can reach your fingers up and feel a button that releases the handle. maybe its stuck.
To completly remote the handle to get a better look, pop out the other vent and push the button to pull the handle out
