Upper Tailgate Handle Cover REMOVAL

anyone know of a way to remove this? When I turn the nuts, the bolts turn as well. I already stripped the lower half of the middle bolt but I'm able to cut that one if need be. Any ideas?

I think you have to take the inside cover off the hatch. Or maybe you've already done that.
