Default Cavalier brake trouble

I'm having issues with brakes on my 96 cavalier derby runner. Have fluid at all wheels but front passenger and rear driver side wheels still turn when pedal is pressed down. Anybody have any ideas?

the master cylinder has 2 separate pumping chambers....each camber feeds 2 brakes. on front wheel drive vehicle the system is split diagonally...so one chamber would feed the rf and lr wheels. the 2nd chamber feeds the lf and r/r wheels. Sounds like one chamber has a problem.... so either air is trapped in the system...it may need an abs auto bleed with a scan tool....or the master cylinder is nfg.

hard to say without knowing what happened to start the problem. If you opened the system, replaced a part and then had problems...its probably needs to be auto bled.
