97 cavalier

my ignition lock is stuck in the off position, my key stopped working today

I even went to GM and had them cut a key from my v.i.n. , didnt work

i know the proper procedure to pull the lock cylinder, is to turn the key ON, and push the tab behind lock cylinder, and pull lock cylinder out

but my key wont turn the lock ON,

how do I remove a stuck locked cylinder ??
