Default NC modding laws?

Does anyone know anything about North Carolina laws in regards to modifying your car? I've searched for weeks and only things i can find is on engine swapping, colored lighting, ride height, window tint and noise levels. I want to put 4-2-1 headers a high flow cat and a 2.5" catback on it but idk if its aloud down here specially since i plan on going with cheap ebay parts since money for upgrades is kinda tight atm. I'm originally from NY and up there the laws on exhaust are pretty strict.

does nc have emission testing? The only issue I can see would be noise levels and passing emissions. As long as you new cat doesn't set the dreaded p0420 and the muffler isn't to loud; you can build whatever you want.
