no power steering

no power steering
I've got no power steering on my 2004 Chevrolet cavalier. The system has fluid. The pump doesn't make any noise. It's about -2 degrees F right now. I just don't know to diagnose the problem.

Just because the pump does not make any noise and has fluid doesn't mean that it is working. The problem could also be in the rack and pinion as the seal inside goes bad and the unit bypasses. First make sure pressure. If it is then the problem is the rack and pinion.
